Fareed Abdulrahman Moosa Ismail
Deepak Padmanabhan is the Chief Executive Officer of Emirates International Telecommunications, LLC (EIT) which is a joint venture between TECOM Investments and Dubai Group. Both are part of Dubai Holding.
EIT was specifically formed to build a telecom portfolio for Dubai Holding and currently has major investments in Tunisia, Malta, Europe and Mauritania. The current EIT portfolio is in excess of USD$ 3 billion. EIT has adopted an active management model in operating and managing its assets.
Deepak Padmanabhan is also a member of the board of SmartCity. He was instrumental in the design and development of the knowledge-based clusters in Dubai. Subsequently, this model is being modified and replicated for implementation in other countries through the SmartCity initiative.
Prior to his current assignment, Deepak was the Chief Strategy & Business Development Officer of TECOM Investments, with a clear focus on the development of the ICT, Media, Education, Biotechnology and Renewable Energy of Dubai. He has been responsible for the development of the various knowledge clusters for Dubai namely, Dubai Internet City, Dubai Media City, Knowledge Village and DuBiotech. He has played a key role in the development of the district cooling business, Empower; facility management business, Idama and the Arab Media Group. He has also been instrumental in the planning and development of the Second Telecom Operator in the U.A.E., Emirates Integrated Telecommunications Company (Du).
He has over 20 years of experience in the telecom industry and was responsible for developing various data communication services and setting up of related business units for Etisalat, the local telecommunications company in the U.A.E. in the past. Deepak Padmanabhan is an Honors Engineering Graduate in Electronics with a Masters in Computer Communications and Networks.

Fareed Abdulrahman is the CEO of SmartCity and acting CEO of SmartCity Malta and SmartCity Kochi. Fareed is also in charge of the expansion of TECOM’s offices internationally.
In this role, Fareed sets strategic objectives for the SmartCity brand and the execution of each project. He spearheads efforts to identify, develop opportunities for expanding the global SmartCity network along the lines of Dubai Internet City (DIC), Dubai Media City (DMC) and Dubai Knowledge Village (DKV).
Prior to this, in his capacity as the Director of Sales at DIC, he was instrumental in creating the sales processes for the whole organization in addition to developing new relationships with regional and international ICT companies like Cisco, Sony Ericsson, Sumitomo, Ricoh, and Wipro among others.
Fareed started his career with DIC in 2000 as an Account Manager, rising quickly up the ranks to become Regional Sales Manager for DIC and later Director of Sales. He was also a member of the initial core team which implemented the concept of DIC as a cluster for the Information and Communication Technology (ICT) industry.
He also developed the concept of International Business Centres, a service which allows trade development agencies to set up facilities for their national companies to enter the Middle East market in collaboration with DIC.
Notable among programmes he conceived to enhance the diversity of the DIC Community is the Property Management and Leasing Agreements (PMLAs), an investment model under which private investors develop buildings on DIC land while DIC runs and manages the property.
Fareed holds a bachelor’s degree in Geology from UAE University, where he was placed overall second. He has also undergone Cranfield University’s Senior Management Development Programme and is a member of Dubai Holding’s Future Leadership programme.
Fareed is married and has three children. His hobbies include horse riding, volleyball, squash and tennis.
Aged 38, has been a Director since January 2008. He is also a member of the Executive Committee of the Company. He is Finance Director of TECOM Investments LLC based in Dubai, U.A.E. and has over 15 years of finance and management experience from Media and Real Estate industries in Canada and Hong Kong. He holds Post Graduate Certificate in International Management, a Bachelor of Commerce degree from Queens University and is a member of the Canadian Institute of Chartered Accountants.
John Gatt, aged 50, holds a bachelors degree in Public Administration and a Post Graduate Diploma in Development Planning Techniques from the I.S.S. (The Hague). He obtained a Masters Degree in Economics of Development (with a Distinction) from I.S.S (The Hague), econometrics being his area of specialization.
John started his Civil Service career as a Public Health Inspector, thereafter joining the General Service Stream starting as an Administrative Officer at the Central Office of Statistics, progressing through the grades to be appointed Permanent Secretary in the Ministry of Justice and Local Government in 2001.
At present, he is the Permanent Secretary at the Ministry for Infrastructure, Transport and Communications.
During his career John has been appointed on several Boards and Committees, represented the Government abroad on several occasions, including the World Summit on Information Society (Geneva 2003), the European Council of Europe Committee on Legal Cooperation (CDCJ), Ministers of Industry Meeting (Caserta 2005), ICT for an Inclusive Society (Riga 2006, Lisbon 2007), Informal Ministers of Transport meeting (Slovenia 2008).
For some years John was President of the National Youth Federation and served on the committee of the Association of Students of Management Studies.
John is married to Mary Anne and has 2 children.
